Robert F. Belluscio earned a Bachelor of Arts degree from the City University of New York in 1974, majoring in Psychology and Sociology and is a 1978 graduate of New York Law School where he was awarded the degree of Juris Doctor. He is engaged in the general civil practice of law, primarily practicing laws in the federal and administrative fields. In New York State, he also engages in general civil litigation, matrimonial cases (divorce), and adoptions.

His principal area of practice is in handling a wide range of U.S. immigration matters NATIONWIDE, such as labor certification applications, applications for permanent resident status through family relationship and employment, non-immigrant applications such as for temporary professional workers, investors, and employees of international organizations, as well as applications for asylum, representation in deportation, exclusion, and employer sanctions cases. He also represents clients before U.S. consulates and embassies abroad in immigrant and non-immigrant visa applications.

He is in private practice with his office located in Flushing, Queens, New York (New York City). In addition to his private practice, Mr. Belluscio has served as a Chair or as a member of various national and local committees of the American Immigration Lawyers Association, such as their Liaison Committee with the Headquarters (Central office) of the U.S. Immigration & Naturalization Service (now the U.S Citizenship and Immigration Service) in Washington, D.C.; Liaison Committee with the Eastern Region of the Immigration & Naturalization Service; Liaison Committee with the Department of State's Visa Office in Washington, D.C.; the Labor Liaison Committee; the Public Outreach Committee; the Unauthorized Practice of Law Committee; the national "Mentor" Committee of the American Immigration Lawyer's Association; and the Naturalization Project of the New York Chapter of the American Immigration Lawyers Association. He is also a founding director of the former New York Association of Immigration Attorneys. Attorney Belluscio received the New York State Bar Association's Pro Bono Service award, in 1992. Attorney Belluscio has been called to testify in State Court as an expert witness in the field of U.S. immigration law. He is a frequent lecturer and has published numerous articles on U.S. immigration law.

His law office is equipped with a variety of electronic office aids, such as a computer database of immigration and labor certification case decisions nationwide, electronic mail, and internet connection to the American Immigration Lawyers Association's "Infonet" system. Prior to having an internet web site, his office had their own electronic immigration law bulletin board beginning in 1989.

Attorney Belluscio has represented clients from all over the world. He is fluent in the Spanish language and he has staff which is fluent in Chinese.

Attorney Belluscio is admitted to practice law in the courts of the State of New York and is authorized to practice before the Department of Homeland Security, U.S. Citizenship and Immigration Service, Immigration and Customs Inforcement, U.S. Customs and Border Protection, Immigration Court and U.S. Department of Labor offices, nationwide. He is also admitted to practice before the United States District Courts for the Eastern and Southern Districts of New York; the First, Second, Third, Fourth, Fifth, Ninth and Eleventh U.S. Circuit Courts of Appeals; and the United States Supreme Court.
